Windows 10 free upgrade for Win 7 refurbished license?

Anyone have any information if Windows 10 will also be a free upgrade for computers with Windows 7 refurbished licenses?

I had a refurbished come through at work that had the Windows 10 prompt, so I assume so.

Microsoft has said they would offer it to pirates. I think they want ANY one running a copy of Windows 7 or 8 to jump up to 10. The only strings attached are the Windows Update rules. All the home versions will have forced updates. Pro is supposed to have the ability to defer and use WSUS or other patch management tools. But there are rumors that the FREE version of Pro will not have that option.
