Windows 11 on parallels missing plug and play service, how to reinstall?

Client had his office staff install paralleles on new macs, and also windows 11. We tried to install a scanner and it just won't work. The scanner works on the osx side but not in windows. So we discovered that it is looking for the plug and play service which isn't installed. I ran SFC /Scannow that found errors but didn't repair the plug and play service.

I know the windows is legit I purchased that myself. Any thoughts on how to get the plug and play service?
 
Did you look at services.msc to see if it was listed and / or running?

Edit: I see a service called Plug and Play on my Windows 10 bare metal desktop. I'm running Windows 11 (ARM version) in Parallels on an M1 Mac. There is no service called Plug and Play in Services.

The service(s) you're looking for first (but not necessarily "only") would be:

Device Install Service
Device Setup Manager
Plug and Play

Checked on a desktop PC running Windows 11 bare metal, Intel, and Plug and Play is listed.

So, my Windows 11 ARM on Parallels doesn't list Plug and Play but other flavors do. Might be something related to ARM or Parallels.
