Because it is a freaking tree. What part of the USB system hit the skids. The item itself. The bus. The hub. The chipset. Anything at anypoint can f it up. It also can think the item is disconnected when it isn't. I've have had some luck using USBDeview to remove screwed up USB systems. But it is a major PITA and can leave the system worse if it doesn't work. Always set a restore point before messing with it.
I know this a statement of the obvious, but the physical layer is the same irregardless of the OS. I've never had a problem in any *nix with a USB device, that is not defective, that was not corrected by a reboot or removing and re-installing device specific files.
