hp compaq d530 usdt does not recognize keyboard and mouse after windows loads

Need help,

I'm working on an HP Compaq D530 USDT that reportedly shuts down intermitently, but after windows loads, it brings me to the admin login page. At this point i can't move the cursor nor use any keyboard functions or keys to type, or to click OK to continue or do anything.

I've looked for something in the BIOS setup pertaining to usb setup but find nothing. I've tried booting in all of the available modes with the same results.

Of course i've tried every usb port on the front and rear of the machine.

How do I get the machine to recognize the keyboard and mouse?

What happens when you boot into safe mode? Does the computer accept a PS/2 connection that you can use temp? Sometimes with slower computers when you plug in usb devices such as keyboards and mice they can take a few minutes to load the drivers before the devices will work. I've had machines take as long as 5 minutes before I was able to use them.
 
Boot it into a UBCD disk or BARTPE or whatever to eliminate the system drive for any possible viruses, Windows errors, etc. If you still cannot access the USB ports then it could be the IO controller in the chipset. If you have a USB PCI Card, you could put it in the machine and boot it and see if it comes alive and see if those USB ports work. Something like this one is very good and shouldnt need any drivers:

But I would boot with a self-contained environment first to be sure its not a funky Windows install or a virus.

When I boot into Safe Mode, it still does not recognize the keyboard and mouse. However, I don't wait 5 or 10 min before I shut it down to try something else. I will try to wait the time you suggest to see if it begins to recognize them.

Spend a couple of days learning about this:

You don't have to master it all, just get to the point where you have the disk and know how it boots and what you can do with it. This is a very important tool for repair techs.
