Surface Pro 9 Recovery USB Creation

G'day folks,
Dloading the package failed o/night (using one of my shop PCs), very slow server despite the fact that I've got pretty fast internet service.
I retried and still got the same error almost immediately.
Any other way I could get access to the package rather than through the piddly pipe this procedure provides?

Thx for that Brian,
I restarted everything and it managed to complete the dload.
But now stuck at formatting 4 different usb sticks and cannot proceed.
Windows can format them all no problems

Finally managed to get the recovery started and done.
Formatted the USB stick fat32, copied over the extracted files from the image.
The laptop could not launch the recovery until I disabled SECURE BOOT
Re-enabled after the recovery completed.
