Storage and Collaboration Solution for Design Projects with Centralized Management

I received the following request from a client today and I'm not sure where to direct him. I could probably accomplish most of what he wants with FTP, but management might be a pain. Any tips?

Need your advice on a good way to create a place where a widely distributed team of 10 developers and graphic artists can share files for the duration of a project. Each member needs to be able to add and download files, but only I should have the ability to delete them. I need the ability to add and drop users from the account as needed. I'm new to this. Is there a good Google Docs or Dropbox solution? Do I need something more robust? We'll be storing big digital files, with files growing over 12-24 months.
