Dell Inspiron stuttering mouse

I just finished cleaning up an older Dell laptop. However the mouse pointer (actual mouse or trackpad) stutters and freezes ever 3-4 seconds. I have reinstalled the synaptics mouse driver with the same results. It doesn't appear to be tied to the CPU or Hard Drive load as it happens just as much when nothing is going on and the load numbers are low.

Any ideas?
 
Mouse stuttering is often caused by graphics driver issues. Remove the driver in Device Manager > Display Adapters, removing driver files if given the option. Reboot and test, let Windows Update install the graphics driver, see if it's fixed.
 
I had the same problem a few weeks ago as mentioned a graphics issue I googled and got an updated video driver
something like this cursor lag
Save fix as Windows will update the driver again and this time it will freeze if you have fix saved client can do it themselves
