My own test rig where I need to offline/Online drives in diskmgmt.
The option somehow disappeared.
Can't remember installing or doing anything that would have removed/removed the options from the right-click menu.
Repairing windows didn't help.
No idea where to go to restore this.

There might be some other similar weird changes throughout the system but everything else seems to be working fine.

The disk has an OS on it. I do not think you can take an OS disk offline, only Data disks.

I never recall ever doing that.

That never mattered as long as I'm not attempting to offline the drive with the C drive.
Same thing happens even with a blank/un-initialised drive

Have you tried Diskpart from CMD?

Type LIST DISK
You should see your various disks listed, and one (or more) will be Offline
Type SELECT DISK 1
Type ONLINE DISK (or OFFLINE DISK)
At this point, your disk should appear in Windows Explorer
If you find you cannot create anything on the disk, then it’s possible it’s readonly, in which case
Type ATTRIB DISK CLEAR READONLY

Yeah, that works but it's the long way around when trying eject a drive.
Beside, this is an anomaly with a challenge and an opportunity to learn ;)

It all works ok, just that sometimes "safely remove" gets stuck until a drive is put offline.
The drives do show up in explorer. Otherwise I just need to give it a letter.

Did you try seeing if you had some restore points you could go back to?
It's been like that for far too long now.
There's nothing critical on that machine and a quick fix would be to N n P but trying to see if I could resolve this and learn something in the process 😏.
I usually tell customers who apologize for the problems they're bringing in for a solution that it's what help me learn and progress.
No new problems = rut ~ boring.
