Capcha every time

Have a client that's got a weird issue. Whenever he goes to view contact info on craigslist he has to complete the "I am not a robot" test. Unlike on other systems, it never remembers that he did this so he has to do it EVERY time. He does a lot of work on craigslist so this is very annoying for him.

Here is what we have tried so far.
Reboot the computer
Cleared IE cache and settings
Installed Firefox (Since Chrome pulls some settings from IE)
Ran a virus/malware scan
Disabled Anti-Virus/Web protection software
Rebooted router to get a new IP address
Signed into craigslist account
Confirmed that craigslist doesn't require capcha every time the button is pressed on a known good system. At max it's once per visit.

Nothing seems to have an effect. Have I missed something here?

Are there any other cookie-related (which this appears to be) symptoms? Maybe some kind of permissions scrambling? How do other sites where you have to log in behave?

Sounds like a security setting in the browser/AV/Security Suite that clears his browser cache (and cookies?) every time he exits the browser. What AV and security software is he using and what are the settings?

It doesn't look like a cookie issue. Testing it here shows that cookies are being stored properly.

His AV is Webroot, but we completely disabled it and the issue continues. It also doesn't happen only when the browser is restarted. If he even reloads the page it has the same issue.

Is that machine using a VPN or proxy server that shows him as being somewhere else in the world? Usually when I see the Captcha on Craigslist, that's the reason.

Nope, no VPN or proxy. Just a basic connection to the net with an ISP provided router.

1. It's a satellite office with only one system, too far away to drive out and test.
2. New user account has the same issue
3. Chome has the same issues
4. No effect from removing Webroot and MBAM.

New 1. It's a satellite office with only one system, too far away to drive out and test.
Oh... well that's a little tidbit of info you might've mentioned earlier. When you said "Unlike on other systems..." I assumed you meant other systems in the same office, on the same internet connection.

So, are you ABSOLUTELY CERTAIN there's no VPN or proxy set up on that computer or internet connection? Did you check that yourself, or just take the client's word for it? Have you actually taken a laptop on site to test with?

Apologies for the confusion, I simply meant it was not the normal behavior for that site.

I'm certain, I checked it myself, even checked for hidden proxies that sometimes sneak on with malware infections.

The site is too far away, can't go onsite.
