Wanted to post this as I've got a few machines in with this issue. Did a cleanup for someone and couldn't set their default search to Google (after updates), and just now with an SSD reload I've hit this snag again.

I will note that I was able to uninstall IE 11 (at the time I didn't know it had to do with the patch), update the search provider, then install 11 again. But my machines still fail with error 80092004.

I ran across this too a few days ago on a fresh install. After several failed attempts to install the update, I did a little research and concluded it was a bad update, so I gave up on trying to install it.

I experienced the search provider issue too, attempting to change to Google from Bing, but I assumed that was just a problem with the 'IE Gallery' web site. It never occurred to me the issue might be related to the update, especially since the update reported that it had failed to install .... I guess that wasn't entirely true.
 
I had this problem too, my research concluded that it was installed but it is a bug, in the end I have hidden the update but made a note in PCRT to check this again next time I am onsite. It seems to only be affecting fresh installs with Windows 7 from what I can tell.

I spent several hours trying to fix it :( There is 100s of posts on the Microsoft support site about this problem :(
