This started a few days ago many customers with sympatico and outlook 2003 are all getting the same message.
Checked all settings, did virus and spyware scan show nothing even tried making new account still same problem.

530 5.7.0 Must issue a STARTTLS
Strange thing is sometimes you can send mail other times it bounces back, receives email no problem.

And how are the accounts configured?

Are you using security on ports 993 incoming w/ SSL and outgoing with 465/587 w/ auto ?

Are thee IMAP?

Does outgoing have authentication?

Give some details and we'll go from there.

Config:
Pop3:
pophm.sympatico.ca
smtphm.sympatico.ca

my outgoing mail requires authentication,same as my incoming
incoming pop server (pop3) 995, ssl checked
outgoing server (smtp) 25 ,ssl checked (tried port 587 same thing)
server timeout long

setup exactly like that double checked spelling odd thing some days it works other days it don't AV and firewalls are disabled.
 
I've had that problem on occasion in the past with OS X Mail server. It's been a few years so I do not remember the details but I did have to make some changes to postfix. It's a certificate issue between postfix and Outlook. Did not happen with the regular Apple Mail client.
 
Seems they changed bells network infrastructure you can no longer reach pop6 servers outside bells network.
My shop is on fiber on a local provider dropped bell because they were too expensive.
 
We switched customer from 2003 to 2007 he had bought it but never installed it, used microsoft fixit removal tool for office 2003, installed office 2007 and outlook still is not working.
Got many calls outlook stopped working for multiple clients on Bell's network , they called Bell even they were not able to fix the issue.
Now if i configure outlook to my provider it works fine settings are identical seems to be a provider issue.
 
Ok after really looking into the the problem i found the cause for some reason Kaspersky pushed an update that blocks Sympatico mail all customers have KIS 2015 installed that is the reason why, if i changed to my provider it worked when i switch back to Bell it does not work.
You could browse all websites except Bell's web mail server as well it was blocked last week in an update.
If i un-install KIS 2015 and re-install with no updates it works soon as i update to current it blocks sympatico pop and webmail server.
