Vista error 80070020 on update

I'm trying to install SP2 on vista home premium (SP1) and it is failing with the error: 80070020

Installation attempts have been through windows update & the stand alone installer.

I have followed the advise given here: http://support.microsoft.com/kb/883825. None of the advise given works in this instance.

Norton 360 has been fully removed via Norton removal tool (not add/remove)

Bit Defender has not been installed on the system.

I have done several malicious software scans with the computer coming back as clean.

I have ran a Windows update "Fix" tool & also manually disabled windows update in services & deleted the "software distribution" folder, rebooted and still the same error.

I have disabled & also reset windows built in firewall.

sfc /scannow finds no errors.

I would attempt an upgrade repair, however I do not have a Vista SP1 dvd.

Please note: A full backup of the hard drive has been made prior to all adjustments stated above.

Any help would be truly appreciated.

Try a DFT

Usually when all other potential causes of the problem have been eliminated, there's always the possibility that the cause is a dying hard drive, at InHouse where I work we've disinfected hundreds of machines, and part of the last steps is to ensure the system has Windows Update. When Windows Update breaks, we suspect a failing hard drive or at least one with bad sectors.

Try a Drive Fitness Test on the hard drive to see if it passes or not. I run CrystalDiskInfo to check the SMART status to see if there are any bad sectors, if there are, try a chkdsk /r which may take a few hours.

If neither of those fix it then the in-place upgrade may be the best option.
 
Have you tried stopping the crypto service and flushing the system catalog database approach?

1) Stop the Cryptographic service in services.msc or using the command prompt (net stop cryptsvc)

2) Rename (or delete if you live on the edge) the c:\windows\system32\catroot2 folder

3) Reboot

I've also had some success with turning off UAC for the duration of the updates.
