Some one called me about recovering some photos from a damaged SIM card. Is that even a thing?

Isnt the SIM card just the carrier info and contacts info?

Its an Android phone

Yeah, if it's really the SIM card there is no data stored on it, just the info needed to get the device connected to the carrier network. But maybe they have it confused with an SD card which many phones accept and you can point photo storage to that. But physical damage is probably SOL.

Indeed, some clarification would help. I also foresee they may have confused SIM with SD Card.
As far as being physically broken, it really depends on the physical location and extent of damage. Rarely they are recoverable in such conditions.

Let me guess, is this customer's name Diane Le....(I won't type the full name here)?

If so, she's already been here and is a really difficult customer you don't want to deal with. She's got an old cheap chinese phone with a very uncommon BGA-107 NAND chip. I carefully removed the chip from the phone, but when I saw the pin configuration I had to tell her it's one that I don't have the equipment to handle and is not worth the $1000 investment I'd need to make to buy a custom adapter for this one case.

I told her where she could get the recovery done (as I do know one company that has this adapter already), but she doesn't seem to listen and has been going from place to place in the area thinking she's going to get a different answer.

No, this is one of my regular customers. I still haven't been on site, but I'm pretty sure I am going to find a microsd card.
