Poweredge servers powering up for no reason - then turn off

I have a few poweredge 1950's and 2950's plugged in and they have this odd behavior of powering on - clicking (like a relay) then fans then powering down after 4-5 seconds. I don't know what is making it do this. It isn't connected to the LAN for a WOL issue.

Also, I have a Dish Network DVR that never gets used. Sometimes it will power on and a LOUD fan will run for about 8-12 hours. I have no idea why it does this but it is really annoying. This DVR is louder than any PC i've had in the last 8 years. What a POS!
 
Sounds like your electronics are possessed. I suggest contacting tgyk1337. He can help you in this matter.

Don't ask me why your Dish DVR revs up for 8-12 hours! Do they randomly power on, or do they do this with a frequency?

USB or serial plugged into a battery ups? Might be sending "power restored" signals. Otherwise...if no patch cables are plugged in....what are they sitting on? Metal rack? properly grounded? Or something "shorting" out on this rack and that charge is jumping over? Look at what they're plugged into, what is plugged into them, and what they're sitting on...and everything that is touching that thing they're sitting on.
