office 2007 standard will not accept key

I have a client computer who according to nirsoft has office 2007 standard installed. We did a nuke and pave and when we went to re install it, it said the key is not valid. we used the following installer:

http://msft-dnl.digitalrivercontent.net/msoffice/pub/X12-30263/X12-30263.exe

My thought is that the key on the computer is for a volume licence install. Do you guys have any other thoughts to why the key is not valid with the above installer?

That was the first place we checked and it said the product was not eligible for free download. Then we used the installed in the link above. That is why I was thinking the key was from a volume licence.
