No video going to monitor :-/

Specs of the PC:
(Custom built)
Motherboard : M7NCD PRO BIOSTAR AMD
3200+ ATHLON XP
256MB NVIDIA GFORCE 16x AGP
2 GIGS RAM
1x 200Gig HD
Thermaltake tower w/ 7 fans and a 400Wat power supply

Computer was at my Mom's house for a few years and It was working up until about a month before i finally came and picked it up. Fully assembled, doesnt appear to have any burnt out circutry, no odors when powering on. Everything turns on as normal, however the monitor wont show the video, just blinks and doesnt recieve any display. Tried the monitor on my other PC (HP PAvilion Media Center/ Nothing interchangable) Monitor works fine. Graphics card in the PC appears to be fine, it was the most recent addition to the computer, just havnt got the opportunity to try it on another PC yet.
 
Do the fans or LEDs work? How recent are we talking about here? Meaning has it worked since the addition of the graphics card?


Here are some general tips for no video.

1. Remove all cards besides graphics card and try again. If it works proceed to step 2a. If not go to step 2b.

2a. Put cards back one a time. If it stops working when you put in a card, make sure it's in all the way and clean. If it works with all the cards, it just means something was seated incorrectly.
2b. Remove the RAM, make sure slot is clean, put it back making sure it's in all the way. Do the same for the graphics card. If it works, go to step 2a.
