New tabs always blank in IE

Hi, stumped here, I have a win7 machine that had a few infections, everytime you click on a link it opens another tab correctly but its blank. I cleaned it up, but the same issue persists even after combofix,sas, 6 offline scans, sfc, disabled add-ons, tried in safe mode, uninstalled ie9, reinstalled it (ie8 had the same issue) I reset all ie settings to default. Ran D7 malware scans, hosts file, tapped out of ideas.

Never mind, I finally got it, I entered safe mode and with D7 I ran the ie8 repairs (it worked for ie9) and also repaired permissions, just FYI for anybody else who has this issue.
