Blocked bank site, possible tether firewall?

Hi, My client cannot access just one banking site, I remoted in and didn't find any malware, etc. I removed all AVG, Mcafee traces, disabled firewall, checked hosts file, reset internet security settings to default, ran hijackthis, JRT. Still can't access this single site https://tcfbank.taleo.net/ in any of her browsers. She is using tethered internet, only thing I can think of is a firewall in her cell service?
 
can you ping it from a command prompt on that machine? that would help pin it down to something browser oriented if you could ping it in a command prompt. if you can't, then i suggest getting the program called winmtr, and running that. when you install it... put in the banks address, the program will show where the data packets stop. if it's her computer, a firewall somewhere, her cell net, or whatever.
 
I did ask her to try the site from another network and she had no trouble, but she's having other odd issues now. I'm pretty sure she's dropping it off tomorrow for me to go through it thoroughly.

a traceroute or pathping from the command prompt will do the same
