This service is only offered to businesses. You probably have to sign up X number of machines to qualify for it as well. Your old fogey clients that are still running that old HP desktop from 2009 are just going to have to upgrade, unfortunately.
 
My guess is you likely also have to meet minimums like 1000 PC's.

My guess is they don't want to be supporting ever Tom Dick and Harry with a pro PC here and there

The article shows no minimums necessary. Seems pretty cheap to me. I thought Windows XP was extremely more expensive. I could be wrong though.
 
I wonder how the updates are received and deployed. Are automatic updates re-enabled somehow or are patches deployed using some additional update utility? Or do the subscribers simply gain access to patch downloads that must be installed manually?

Either way, no doubt the updates will be leaked and become generally available.
 
If it is genuinely that cheap with no minimus this may be a good option to offer to customers who have LOB apps that don't want to upgrade
