I ran into this bug at least 6 times already in some instances it caused the machine to get stuck in a repair loop because the profile location pointed to c:\windows.old which was empty removing update fixed issue.
Other instances customers though they lost all their data as it used a temp profile and scared them another customer the profile vanished no backup or renamed profile searched the entire disk structure.

I'm currently fighting a laptop on my bench that won't restart or shutdown. It boots fine, I just have to hold the power button. I rolled it back to the previous build, which was 1809 and the problem went away. After seeing this I'm curious...

Assuming the behavior returns after I update it to 1909 once again and patch it, I'll next try to disk cleanup the old version of Windows. If that clears the problem then it would seem to be related somehow. I'll report back later once I know more.

P.S. User profile corruption on Windows feature updates is annoyingly common...

*Edit* KB4534132 is all that's available to install, and that's a .net update. reboots are normal now. So my situation seems to be just a screwed up 1909 update.

*Edit 2* interesting the aforementioned KB seems to have brought back the restart issue.

*Edit 3* N&P fixed it, this unit was upgraded from 8.0 Home, to 8.1 Pro, to Win 10 Pro at release, all the way up to 1809 without issue, but somewhere in the line from 1809 to 1909... it developed problems. N&P fixed it, it's now running fully patched 1909 Pro just fine. So it would seem my issues are unrelated to Feb's updates.
