Windows 10 boot issues

Hello all,

I have a system running windows 10 that for some time now seems to be in an endless loop. Each time it starts with prepairing automatic repair, which then fails indicating "your PC did not start correctly "
with the option to restart (same thing happens again) or advanced options.
I tried booting from usb through this, and most of the troubleshooting options.
Reset this PC (keeping files or removing everything) indicates that there was a problem resetting your pc. No changes were made"
Safe mode boot also gives me the automatic repair boot issue.
I tried through troubleshooting to access the prompt , which works , and running DC/scanner but it does not complete indicating windows resource protection could not perform the requested operation.
I seem to have no recovery points .
I tried booting from another data HD, which returned a smart error, it's an old spare, so it may have been defective.
I need some suggestions on what this could be caused by, or what else I can do.

Buy a new drive and load Windows on it or take it to a local shop.
