What was used to build this page

Looked the code over and it appears to be vanilla HTML, no identifying terms/names. When tools, like WP or RapidWeaver, are used they have their own particular file/folder structure. Maybe the web person has some generic templates that are used. This is nothing but a single landing page with a couple of pictures.
 
Agreed. This was built by hand using such exotic tools as notepad etc.

Find out what changes the client wants. If it's basic stuff like correcting spelling mistakes, you just need to get his domain admin login, load the html into whatever text editor and make the changes one character at a time and save. If you go through cpanel you can do it online through the files manager, otherwise download it, edit it in notepad and upload it again.
 
It's the worst. You and the client would both be well served by scrapping it and rebuilding it in wordpress.

I remember that ec-builder, in the old days I used Netobject fusion I loved it, buts that's like saying I love Incredimail.

Was thinking of doing a simple Wordpress page.
Problem is it will probably be more trouble than its worth for what I will get out of it, as they wont have a clue who is doing the hosting or what the login passwords are
, plus since there too cheap too pay the last guy thats not a good sign
Done a little work for them before they are all on XP with a propriety 1991 server that sounds like a jet engine and does not even use DOS
