Ice cream shop does seems an odd place to put business cards. Question is how in the world do you know he doesn't possess the training, certs, and licenses required to run a business? I would try to leave business cards where computers hang around, like wifi coffee shops, electronic stores, computer parts, etc... even better have an offer next to the business cards to gain more attention.
