What is your modern low end go to GPU these days?

I'm wasn't saying Premier Pro needs those exact instruction sets... just that it might need an instruction set your Xeon doesn't have.
OK, fair enough. Or it might be the lack of single-core performance. Whatever the issue is, a Ryzen 5 5600x with 32GB RAM and GTX 1660S 6GB graphics should work well with the latest Premiere Pro.

I have secured a 5600x when they were available, but still waiting for the go ahead from the customer. He's still trying to get a decent answer from Adobe, initially they said his 1080p footage was 4K(?) so he needs 32GB RAM! Everything I read basically says extra RAM improves rendering times, should not affect timeline playback and Task Manager shows less than 8GB memory usage during the stuttering.
