Unable to add email account to Gmail, feature disabled?

Hi All

A client has Gsuite and I am trying to simply add an external email account to her gmail. However, I met with an error stating that "Functionality not enabled: this functionality is not available for your account, please contact your domain administrator for more information" Well, she is the Admin on this account and I have looked through settings and Google fued it, but have yet to find an option that would allow me to add external email accounts.

Can anyone point me in the right direction on this?

Her Gsuite account does not have administrator privileges. That's the only answer. I've seen this before. What other accounts are there?
 
I am accessing this via the clients Gmail, "Cog" icon, settings, accounts and import, add email address.
 
OK, I can try this when I reconnect with the client this week. After I am in account, what direction would I be heading to then? An option to allow external emails?

Using add another email address means including a third party SMTP which google does not support. If you take the option below that, add a mail account, you can set it up for pop retrieval. It will ask if you want to send from it as well and you'll get the same error below.
