Strange lag while typing in word 2013

I have a machine running Windows 7 business 64-bit and Office 2013. For some reason when typing in word (or using Quicken) there is a delay every 5-30 seconds when typing. The letters will just stop showing up and then quickly catch up.

I've run a full hardware diagnostic with no issues found. I also swapped out the RAM modules one at a time just to make sure it was not a issue with one of the sticks.
A virus/malware scan did find and remove a few minor things as well as the user variant of ZeroAccess. As far as I can tell the system is totally clean now.
I updated the video and the chipset drivers
I've tried office safe mode
I've done a clean boot and the issue remains
I removed the existing Anti-virus software, thinking maybe it was causing it
I can't test it in Windows safe mode because Office won't start in safe mode <--LAME!
Typing in notepad does not have the same issue, but any office program and quicken still do

Maybe ZA did some damage I'm not seeing or something else is gunked up in the OS.

I'm at my wits end and I'm thinking I'm just going to reload the OS. We have a image backup of the system but the user does not really know when the issue started, so that will only really help in restoring data.

Anyone have any thoughts before I just say screw it and reload the OS?

I had this a few years ago and it was a touchpad issue. There was a small fix that deactivated the touch pad when typing. I will see if I can find it in my notes.

You've said nothing about the amount of memory installed in this computer, nor have you said what CPU specs are.

What anti-malware software did you use? Did you install any (what you would call) Anti-Virus software, update it, then run a Full scan (all files)?

I've seen this happen before but can't recall what the remedy was.

Does Ofc 2013 "require" an Internet connection? If not, try your test without the Internet connected.

Hardware specs are nice, good CPU, 4gigs of ram. Usage in resource monitor is normal.

Had Vipre loaded and updated, had it scan also ran Malwarebytes, Kaspersky boot CD, zakill (to get rid of ZeroAccess), and a few other one off tools I can't recall at the moment.

lack of Internet connection has no effect

touchfreeze had no effect :/

I've seen this happen before; usually when some other unrelated process is hogging resources, typically because of a problem/error.

Any recurring errors or warnings in the Windows logs?

I would check services to see what is hogging a lot of memory...disable as much at start up as you can.

Watch autoruns or resource hacker whilst typing to look for hogging.
Have you tried a USB keyboard?
Does it do it whilst being maximised as well as being window'd.
Check the language settings in Windows and what the spelling & grammar checker in office, try disabling spell checking. Run an online repair of office through programs and features. If a laptop, does it do the same on just battery or just ac? Do different fonts matter.
What else is plugged in, any scanners, printers, USB devices? Is Onedrive syncing it? Is there any eco power profiles being ran? Have you tried safe-booting (not safe mode).
Has it always done this, or only recently started, if so when and what was installed or what updates took place when it started? Have you installed run times and .net framework. Is there any pdf printer software installed?

In case anyone was curious it turned out to be a hardware issue after all. Dell pretty much replaced the entirety of the internal components. I suggested that a HD swap may fix it, but they offered to swap pretty much everything short of the CPU, so....why not?

Anywho, after that everything is working great.
