strange audio issue

So I have this computer(Toshiba Satellite c655, Windows 7) that when you watch a video, any streaming video, it cuts off the sound to the computer. Not just the video you're watching. There are no system sounds at all. The only way to get sound back is to close the window that you were playing the sound in.

I've tried:
-Different browsers (customer uses chrome)
-Uninstalling flash player plugin
-Re-installing flash player plugin and disabling the build in flash player for chrome
-Installing past and beta versions of flash player
-Uninstalling audio drivers and installing generic drivers from windows update
-Installing recommended drivers from manufacturer webpage
-System file check/chkdsk (was grasping at straws here)
-Complete malware check

Everywhere i look online regarding the issue, everything's always pointing to flash player. However i'm not sure how else to fix it.

Any help is appreciated

Try going into "playback devices" under "sounds" in Control Panel

Right click the default playback device.

Click Properties

Click "advanced" tab.

Uncheck "allow applications to take exclusive control over this device"


See where that gets you.

I forgot to include this in there as well, unfortunately it didn't work either.
