A friend of mine wants to switch to FIOS from COMCAST for just internet (no phone, no TV).

Is it possible to use an old FIOS router that I have? (no idea where it came from) or a 3rd party router? (no static IP)

Are their routers locked to an account?

I've done this with business FIOS accounts many times, not sure about home ones. But according to this support article you should be able to since it does not differentiate. You just need to make sure they have the hand off at the ONT set to go through the nic port and not the coax. I'd stay away from those VZ routers and have them get something like an ERL or USG.
