Clients changed mobile phone number and updated the details on her PayPal account.
She removed the old phone number from PayPal but she is still getting 2FA codes sent her old phone.

Removing the old phone number from PayPal doesn't make any difference.

What is she doing wrong?

It appears she has stumbled into the incorrect way to change your 2FA number in Paypal. The correct way must be "change the 2FA number first, while the old phone is still available, THEN deactivate the old number.

Is there any other method of authentication offered with Paypal? A "I didn't get the code" link or something? If so, then I would do that, deactivate 2FA altogether, then turn it back on with the new number. Hopefully there is a way without involving support, I can't imagine that would be a pleasant experience.
 
I just logged in to my own PayPal account and you can disable 2FA entirely, so you should be able to do that and then re-enable it using the method(s) of your choosing, as there are options for multiple "devices" (and a device can be an authenticator app).
 
I didnt actually do it, the client did.
I just asked the client to follow what Brian @britechguy explained above. It took a few seconds.
She downloaded 2FAS from Google Play and set up the authenticator with PayPal to get codes.

It revolves around an exaggerated life of an IT Manager and their duties to outpace their employees ability to pick up every virus, click on every phishing email... The reality is that the actual job is worse, but they figured no one would believe or understand. :D
