OK, what the heck? Windows XP/Vista free upgrade to 10 or not?

I just had a business customer (who were were planning to upgrade XP computers to new ones) email saying she saw an update from Dell that MS announced XP and Vista now also receive the free upgrade to Windows 10!

I am checking news stories right now which seem ambiguous at best. Some stating the above, others stating MS miss stated the information. Does anyone have anything concrete on this at this point?
 
XP will NEVER see a FREE UPGRADE to WINDOWS 10 Period!

People Running VIsta, and signed up and are running the Windows 10 Microsoft: Insiders will have a chance to get Windows 10 For Free

Windows 7 Users running a VALID License will get a Free Upgrade to Windows 10 Starting July 29th

Windows 8 Users - DO NOT QUALIFY Until They UPGRADE to WINDOWS 8.1

Windows 8.1 Users running a VALID License will get a Free Upgrade to Windows 10 Starting July 29th

Windows 7/8/ & 8.1 Illegal Pirated Copies WILL NOT QUALIFY............................But Will Receive a hefty discount to towards the purchase of a Valid Windows 10 License.

( There is a loophole ) If you are running a pirated version of the above (7/8/8.1) and are a member of the Microsoft Insider you will be able to get the free upgrade.
 
Last I heard it was only w7/8 getting the free upgrade.

I've just checked news stories, neowin stating xp/vista not getting free upgrade.

My understanding is that only win7-8.1 installs will get the "free" (heh!) upgrade. However, if you only have a vista or xp lic. and are in the preview program, you can keep win 10 and will continue to get new builds as long as you are participating in the preview (which, apparently, will be ongoing forever).
If you opt out of the preview, stick a fork in it. Roll back to XP or Vista or buy win 10.

I myself will not be availing myself of the "free upgrade" other than a few test machines to familiarize myself with the 'gotchas' so that I can straighten out customer machines.
