Solution: moved to HDMI 2.0 port.

-----------------
Built a cheap gaming PC for my friend that has a 4th gen Intel Core i5 in a HP ProDesk G1 computer + Nvidia GTX 1650 low profile GPU.

Has a new GE HDMI cable that advertises that is outputs to at least 4K @ 60Hz. Plugged into HDMI 1.

Won't output 4K @ 60Hz - only 30Hz.

Using a Hisense non-HDR 4K TV. Does not have a PC mode so it's set to game mode. Does not appear to have any settings that could help.

Custom Nvidia Control Panel resolution + refresh rate does not work.

GPU has HDMI + DVI ports - no DisplayPort.

What to do?

Edit: perhaps the TV's HDMI ports are only version 1.4.

In order for 4K 60Hz to be work, the display device (the TV in this case), the cable, and the output device (the GTX 1650) need to support it. If any one of those doesn't, then you won't be able to achieve 60Hz. It's probably the cheap a$$ Hisense TV that's the problem. Check the manual. If you're lucky perhaps ONE of the HDMI ports (assuming the cheap POS has more than one) might support 4K 60Hz.

Next time spend an extra $50 and buy a decent TV.
