Mystery Dell Won't Boot

I opted to do a System Restore.
I rarely use it. Most of the time it fails especially in 10.
In your case I would have done an image backup with Macrium and then run the upgrade to 1903 from the ISO located on the computer since you can not have USB drives connected at all with 1903 during upgrade at this time.
 
Would have done Dell command to update all and upgrade windows probably fix all

Otherwise fresh install and reinstall his progrsms
 
Just for future reference, if this customer needed a fresh OS install...with the fact that he has a touchscreen, does that matter as to what OS to install? Or will Win 10 home/pro suffice(I think I just answered my own question)? Ive never worked with touchscreens before.

A touch screen is just a device. It needs a driver just like any other device needs a driver. It is no more complicated than that.
 
Touchscreens are just touchpads. Ever installed the drivers for a laptop?

Seriously, if you ever use a touch enabled LCD on a desktop, you've got a USB cable hanging off the display back to the tower to connect the "mouse". That's all it is.

And yeah like all mice, you usually can just plug it in and watch it work.

On the plus side, my marketing must be doing something right. This gentleman found me either on Google or he saw my ad.

I tried updating to 1903. Of course it said it succeeded, but when I boot up, I get this BSOD. Hitting esc will boot me into Windows. But every time I boot, I get this screen.

And Windows is still at 1703. According to /settings/about. That means the update to 1903 failed.

I see this customer tomorrow and based on this occurrence I’m leaning to N&P. Something is wrong with this software and I’m running out of time.

Did you update that bios?
When you upgraded, Did you copy the ISO to the drive and upgrade it from there. No USB sticks/drives plugged in?

I would NEVER promise a time unless I am 200% sure what is going on. I always quote at least 2 working days. There are a few exceptions but not many.

Basically, I say it should not take more than 2 days unless there is an issue and I will call them either way, Issues or ready.
