We have run into this 3 times in the last 2 days. Some searching found THIS post from the MS Learn pages. Seems like some kind of incompatibility recently introduced. We haven't found a common thread among the problem machines, 2 laptops and one desktop, 1 with Windows hello, 2 without, disabling fast startup didn't help. If you reboot, it works, but if you immediately reboot again, it breaks again. On one machine after reinstalling the keyboard driver, it worked for 2 reboots and broke again after the 3rd reboot.
We're chalking this up to a bug somewhere for now, just educating users and telling them an update will likely be issued at some point that will fix things.
