[SOLVED] Java install causing failed 1903 upgrade

Hi I have a old HP Pavilion TouchSmart 23-f364 that is currently running 1809 and I'm trying to do a inplace upgrade to 1903. Clean, no malware, no anti virus installed, disabled startups. I used a good working usb media creation tool from the desktop and it starts fine, but on reboot just a black screen, tried twice, pretty sure its installing a bad video driver, any advice on how to upgrade without updating the drivers?

hmmm, think I may have found the culprit, theres several instances of java updater running sucking cpu juice, I'm trying to uninstall it now.

You can also set Windows 10 such that it will not automatically update drivers, and my observation is that this will be in force during feature updates as well:

I finally figured out what was causing the in place upgrade to fail every time. There was a corrupt Java update program that had multiple instances running. All I had to do was use a Microsoft uninstall repair tool on it to get rid of it.
