Because younger kids have a tendency to write on things they shouldn't, sometimes including walls and that's a permanent marker.

I have no kids... so you know, don't get exposed to current school teachings. I'm still blown away by finding out a few years ago they don't teach cursive writing anymore. WTF?!
I had no idea what common core math was and had to look it up...

Has a nice video that even shows the "Dear Jack" sheet.

Seems to me a better way would be to teach different numbering systems. You really get a good handle on numbers and how they work together if you know something more than just the decimal system.
