Google Backup & Sync issues

So, as a residential support tech, I've been recommending Google Photos Backup since it was released. Total no-brainer for most home users - just tell Photos to back up all pictures on your PC or Mac, your phone and your tablet. Make sure you say "high quality" and it will automatically back them all up for free and give you access from any device. Great program, simple, easy to explain, and a fine way to backup and share your snapshots of the kids in Halloween costumes.

Now Google has replaced that simple program with Backup and Sync, and I'm seeing major issues. Apart from the confusing settings and the default to backup EVERYTHING into 15GB of free space, the system seems to be designed to spiral out of control. On initial setup, GB&S resyncs all the photos and videos that are already in Google Photos. The biggest problem seems to be that, although Photos would just fail to backup files it couldn't convert to high quality, GB&S fails to convert them so it puts them into Google Drive at full size. It also fails to convert a large number of jpgs and other photo files, with no rhyme or reason as to why they aren't convertible. I now have a number of clients who have GB&S nagging them that they have filled up their storage, am anticipating a lot more, and there doesn't seem to be any consensus about the best way to solve the problem.

Anybody else having issues with this, and if so, what settings are you using and how are you addressing it?
