Kind of think I know what the answer to this is going to be, but reaching out here to see if there is an option.

I have a Iphone4 of my fathers friend whos husband did and update on and than didn't remember the passcode , entered incorrectly too many times and consequently the phone is now disabled. The person the phone belongs to has some photos on the phone which are quite sentimental and are the only copies.
The person the phone belongs to never connected to her machine at home with itunes, thus no trusted computer option either.

Is there still away to access the photos on the disabled phone?
Tried using ubuntu and it detects the iphone and detects there are digital photos but that's as far as I get.

No way to recover sorry. :(
Any chance they had iCloud backup turned on?
Or iCloud photo stream? Any photos taken within the last 30 days I think will come back if they had that turned on.

I heard the FBI figured out how to get the data off a locked iPhone. Guess all you need is to have resources of a first world nation at your disposal.

I recommend taking a deposit.

Lol, I'm sure they would. I'll just check how much shrapnel I have in my back pocket.

I always figured they would just restore the phone with proof of purchase. Has anyone confirmed they'll actually unlock it instead?

I recently had an iPad that belonged to a deceased woman. Her husband wanted the photo's and emails from the device. He, of course did not have the password/code etc. Consequently, we were locked out of the device.
We tried every trick, quirk, program, etc to get into the device without success.
We contacted apple and even with POP they would not help us!
Similar to above, iCloud was not turned on, and the iTunes account had been created long ago.
The husband sought legal advice and engaged a Solicitor, but after several attempts to make Apple see reason, they simply refused the requests.
The device remains locked.

They can't unlock the phone. What they can do is help with getting into the iCloud account from what I remember. But that has been some time. And with the San Bernadino thing it's likely they will do even less, as in nothing.

At any rate, while I try to help people like that out, I don't loose any sleep over it.

Thank you for all your replies.

From what I understand the owner did approach Apple about it but was advised no that couldn't do anything regarding re-enabling(removing the disablement) .

I know it's possible to get the phone itself into working order by way of doing factory restore, but unfortunately the owners concern is being able to access the photos off the phone. Which seems like its a resounding 'not possible'.

If the iOS device is disabled due to entering incorrect passcode you can factory reset it via iTunes.
If the iOS device is locked to an iCloud account that nobody knows then contact Apple. They can help if you have proof of purchase.
If you don't have PoP then there are sites that will unlock iOS devices from an iCloud account.
https://iphoneimei.net/unlock-iphone/remove-icloud-account-from-iphone Is one.
Never had to use them myself as we've always been able to sort out any locked devices ourselves.

A friend of my recently got a new ipad and restored it from a backup, but it was old backup for an apple id she no longer had the password for and not the new one she has. She couldn't sign out of the old account or reset anything without the old password. It then sync'd that old account to her iphone as well. So she was out her old ipad, new ipad and iphone because she didn't know the password. It took over 2 months talking to apple, but they finally sent her a password reset yesterday.
