Confilct between USB hubs and playing avi files

System specs first Aopen AK77-600N Motherboard (latest drivers, BIOS, USB 2.0), AMD Athlon XP @ 2 GHz, 2Gigs RAM, Radeon 9250, Lite-on DVD Burner, Maxtor 80Gig HDD, Western Digital 160Gig drive, Windows XP SP3.

My motherboard doesn't seem to like it when I add a USB hub. When I do plug a hub in everything works fine except for avi playback. What happens is whenever any USB hub is connected the CPU usage increases when playing avi's. It will continue to go up with every device that is plugged into the hub.

It happens like this: The normal CPU usage when playing an avi with VLC is 30-35% (45-50% in WMP11). I installed a Belkin USB 5 Port USB 2.0 PCI card and VLC goes up to 45-50% (55-60% in WMP11). If I plug any USB device into the hub be it an external drive, webcam, Xbow360 controller, etc the usage raises another 10-15% per device till VLC uses 99% of the CPU and WMP11 is usable.
If I remove the Belkin card everything goes back to normal.
So I tried the card in different PCI slots and there’s no difference.
Tried the Belkin card in a different PC no problems and there were no problems with the PC I pulled it from.
Next I bought a Cyber Power powered USB hub and it has the same problem. It's about half as bad as with the Belkin card but still there.

I’ve tried all the common avi fixes and tried reinstalling the USB drives for the motherboard, etc. But I’m fairly sure that this a hardware issue.

Any ideas, insights or other people with the same issue?
