Cell phone number for websites, any alternative options?

Someone I know asked me if I knew of a cheap or free service that could give someone a US phone number that could just receive text messages. And be used only via the internet.

Their issue is that more and more websites are asking people to have a cell number to receive a text message for security, or even to sign up. But what do they do when they do not own a cell phone? This person doesn't. Bad cell coverage in their area and they just don't have a need for one and cannot justify the cost for hardly using it.

I am at a loss to find any service, paid or otherwise, any ideas?
 
It requires a phone not a cell phone. Skip the step and it changes to PHONE and give you the option for voice instead of text verification.

Take a look at TextNow, maybe that would help?
