Carbonite Mirror Image restore won't boot

Client, a lawyer, wants system back in action ASAP after a failed hard drive. He is backed up with Carbonite and paid additional for the "Pro" service which includes a local mirror image backup. I have the system in shop, have replaced the drive, and restored the mirror image, not once but twice (thinking the latest image might be bad so also tried with the second most recent)

When I go to boot after the restore, the first thing the system does is run chkdsk. Then it goes into startup repair, which fails. Checking the log for that shows one error, "check for pending package install completed successfully error code 0x4" - Googling that error hasn't led me to much. So I decided to try sfc /scannow with offbootdir / offwindir keys - that gives me the error "windows resource protection could not start the repair service".

I would really like to get this system booted without having to reinstall Windows, anybody have any suggestions?
 
For the Windows Resource Protection issue, check the services.
  • Run services.msc to open the Services Manager.
  • Look for Windows Modules Installer or the TrustedInstaller service.
  • Make sure that the services are started.

From within the cmd prompt in the system recovery console? The computer is unbootable right, I can't get into Windows.
