This is just on the fly without my checklist in front of me:

Grounding
Build to test bench
Hardware Diag - CPU, HD, RAM, Mobo, GPU, PSU Voltages
Build/Assembly to Chassis
BIOS Settings
OC tweaking
Hardware Diag - CPU, HD, RAM, Mobo, GPU, PSU Voltages, USB Ports etc, All IO
Wire Management
OS Install/Activation
Drivers/Patching/Software/AV
Benchmarking
Temp Testing - CPU, GPU, Ambient
Positive/Negative pressure airflow tests (Fans)
Final Hardware Diag - All

Don't forget test multimedia playback and web content. Had an issue where someone else would often not install audio driver cause "windows doesn't show question mark" then have customer come back angry cause sounds doesn't work. On certain boards like ASUS the audio only works on SPDIF/Optical/Digital unless you install the driver.

I can remember wayyyyyyyyyyyyyyyyyyyyyyyyyyy back when that there was no sound - other than what the speaker provided.
