Best way to synchronize email across multiple devices?

This question could apply to any Email Client and address, but here is the specific information.
Comcast.net Email, using Android phone and Windows Live Mail on PC.

I have made sure delete from server when deleted is checked on both devices.

After customer delete an Email on a device, it deletes in the Comcast Webmail, but not on the devices it has already downloaded on.

It there a way to reflect these changes, to have a 100% Inbox Sync on all devices?

I have recommended Gmail to the customer before, but they won't change.
 
To the best of my knowledge...Comcast hasn't enabled IMAP on their mail servers yet.

Unfortunately, that seems to be common anymore with the large ISP's. Last I checked, ATT/Bellsouth only offer POP3 as well. It's a shame really, especially when so many people now have multiple devices.

Agreed.....with the decreasing price of servers/storage/clustered cloud servers...one would think that ISPs would easily be able to handle the increased storage requirements that comes along with hosting IMAP, without much cost increase, if any. BUT..they're sticking to "cheap"...since POP traditionally consumes less storage.
 
As of December 2012, Comcast has started a beta trial of IMAP, but I can't recommend that to my customer, yet.
