Anyone know a tool that can monitor CPU per "process" and alert when below threshold?

I recently found some software that monitors processes and can alert you when a process goes below a certain cpu (http://www.datarecoveryengineer.com/process-monitor/). The company that made it is a data recovery company, and they made it to monitor things like moving data in R-Studio — so they can get an alert when the move is finished. The alert is sent over network to an “alert server” that can send email or display message on-screen.

This software is Windows only and seemed too expensive (something like $150, per machine, I believe -- I e-mailed to confirm pricing and no response after weeks).

Just curious if anyhow knows of similar software (Mac & PC compatible would be ideal)? I think this would be valuable for just about all techs, since often we are waiting for something to finish and may waste time because it finished without alerting us.

On the Windows side that may be relatively easy with powershell. I may give it a stab in the future. I could possibly see it being useful for productivity around our shop(and yours)
