I have a client who constantly gets this through hosted rackspace exchange, only though outlook and so far only tested though gmail but he gets bounce backs though other providers too

He uses Outlook 2013
I tried the original email
A test email with minimal subject & body
I added his email to my computer Outlook 2007 (cached exchange off)

It looks like the rackspace smtp server is catching it as spam before it even leaves.

Checked his domain for blacklisting and everything comes back fine via MX toolbox

Emails sent through his iphone send fine.
 
What if you connect his computer through his phones hotspot? Do they send?

You checked his domain or his wan IP?

This. You are checking the domain for blacklists. Have you checked the IP address of the client? Have you checked your clients systems for viruses. If your email provider is rejected your own email then it likely for a good reason. You need to call rackspace and get more information from them. They are the ones bouncing your own email.
 
normally get that when a client not paid their bills to the SMTP connector mail forwarding company. As usually they stop authorizing the domain and/or exchange server IP relaying via their servers and you get a 500 error bounceback. So again politely ask client if he paid his fees :)
 
Again, I set his hosted exchange email up on my computer at my office which is a different version of outlook (2007) on a different ISP (ATT) on a different OS (7) in a different city.

Even when I sent it gets held up and bounced back by the smtp server unless I am misunderstanding the error code.

Weirdly, his iPhone sends fine.
 
his phone is DEFINITELY using the exchange's outgoing server and not his mobile outgoing?

Have you followed up with the host to see what errors they are showing on their end. I'm sure they can offer greater insight into the issue.
 
It definitely looks to me like a provider issue but if you want to keep banging your head against the table we can't stop you. And on my rackspace clients iphone traffic gets sent internally to a different server.
 
I had a client who was banned from sending email at his hosting provider - he was marked as a spammer on a service/list used by the Yahoo/Gmail, etc. Only opening a support ticket at the hosting provider could release him.
 
And there might be relay limits and sending x messages / y minutes... etc. etc.

Call the host and see what is going on.
