We received this information from a refurbisher newsletter about what will be available after July 29, 2016. Rather ambiguous but at least they recognized they need to do something.

New Registered Refurbisher Agreement coming soon

The current Registered Refurbisher Agreement will expire on 30th September 2016. We are working on a new agreement which we will roll out over the summer. When the new agreement is ready, we will send a Quarterly Update email and request all Registered Refurbishers to log in and renew their agreement before the current agreement expires. This new agreement will have new product offerings to replace the Windows 7 and Windows 8.1 products reaching End of Life on 31st October 2016, so it will be very important to renew as soon as the agreement rolls out to benefit from the new product offerings. Please keep this in mind when you are purchasing licenses over the coming months as it will be important to keep your stocks at a level where you will not be exposed to obsolescence.
Also, please note that the new agreement will no longer include Skype or Multipoint Server for citizenship. These products will be removed from the program 1st July 2016

Important: End of Life for Windows 7 and Windows 8.1 products

In our quarterly update for August 2015, we informed you that as of July 1, 2016, Windows 7 Home Premium will no longer be available to purchase in the channel.

We can now announce that all remaining Windows 7 and Windows 8.1 licenses (both commercial and citizenship) offered in the Registered Refurbisher program will no longer be available to purchase in the channel or via the portal from 31st October 2016. We will allow refurbishers to continue to retrieve product keys from the portal for both commercial and citizenship licenses for at least 90 days after this date. From 30th January 2017 we cannot guarantee availability of new product keys.

Note: There are no returns /refunds for Citizenship licenses so please manage your inventory closely over the coming months. For commercial licenses you should talk to your local Authorised Distributor.
