I had this annoying issue with my system running OS Win10 2004. Was unsure if it is a bug with the update, though couldn't be bothered rolling back or re-installing.
So after much trial and error I found ShellExView. This tool enables the user to stop any third party extension from running.
Download ShellExView
https://www.nirsoft.net/utils/shexview.html
Run program via select "shexview.exe" with left click
At the top of the bar choose "Application Tools"
Run as Admin
Select "Options"
Check Hide "All Microsoft Extensions"
Select "extension" you want to close
Now click on the Red radio button to stop extension from running
Say yes to "Do you want to stop selected items"
Click "Options>Restart Explorer"
To turn them on again select extension and press the Green button
Repeat above until you find the culprit. Worked for me
