Windows 7 Startup Screen Bugging Out

I just installed a fresh copy of Windows 7 Professional 32bit on a Dell Optiplex 320 desktop I'm refurbishing. After installing Windows updates the startup screen bugs out when I turn the computer on. I'm thinking its a driver issue and may have to do with one of the updates I installed. It was hard to capture a picture of the issue but it has like a bunch of lines. Have any of you seem or experienced this before? Any thoughts?

I assume you have a diagnostic process. What have you done so far ?

I installed the drivers for this computer from Dell's website and that fixed the issue.
