Windows 10 search "These results may be incomplete. . ."

Got a "failed" Windows 10 upgrade machine in to fix. Rolled it back to Windows 7, ran a couple of spyware scans (nothing of consequence found), ran a full diagnostics (passed), and then upgraded it to Windows 10. All works fine except - whenever I use the search box (Cortana is turned off) I get very few results and the above message shows at the top.

Troubleshooting thus far? System is up-to-date, I have used Tweaking.com Windows Repair on it, I've turned search on and off and reindexed, I made the registry edit suggested by Microsoft in this thread, and I'm sure I've tried some other stuff I can't recall. I could give the computer back to the client like this (she would never know it was a problem) but I'm a completionist and it makes me nuts when something doesn't work.

Anybody have any ideas? Thanks in advance!

I'd actually found that link and worked through it already. Machine not on a domain, never has been. Windows Repair All-in-one restores all permissions, which is why I thought it would fix the issue. The only language on the machine is American English. However, I haven't tried creating a new user profile and seeing if that would work, will give that a shot.

Also - client uses Outlook 2016 for email. Just for the fun of it I fired that up and tested to see if Outlook would search though existing emails properly. Nope, it doesn't give me any error message but it clearly isn't searching her inbox. Again, nothing she would even notice (amazing how many clients totally ignore search functions) but clearly something not right.
