Strange Issue on Start Menu with Search

I have a computer that is having some issues in Windows. I've fixed almost all of them. I have run DSIM & SFC. I have also done a repair install. I am left however with one thing that is not working correctly. When you either type in the search box or click on the windows icon and do a search from there you do not get a response in the right hand window.
For example: type cmd in the search box and the right hand side is blank. You don't get the typical items such as open & run as administrator. I have rebuild the search index and this has not changed the behavior.
Any ideas?
 
Did you add any not so usual software? I have a client who had his tech install software that searched oddly called 'lookeen' or something like that. Hijacked the windows search.
 
I don't see any strange software on the customer's computer. Think I'm striking out on fixing it. Not worth wiping the machine and reloading it for a minor issue like this.
 
The search does actually work to find an item.
You can see this in the first image. Notice a normal search for "cmd" and you will notice the right hand side is populated.

In the second image you will notice the search for "cmd" the right hand side is blank. It does this for all items including things like Word or Excel. It works normally in Safe Mode.
