Windows 10 Display issue

Hello has anyone expirenance this issue, I can't seem to identify a permanent solution.


Issues
The user is unable to close any window on one monitor.
or
The top part of a program's window doesn't show on one monitor.

Attempted fixes that did not work:
Restarting the computer doesn't fix the issue


Temporarily solution: (fix the issue for a while until the issue resurfaces) - redoing this process fix the issue again

  1. Go into Display settings,
  2. identify the monitor with the issue
  3. Change the Scale % to a higher or lower number than change it back to the original

Missing a few inputs but here's what I would try ... selecting a program on the screen that doesn't let you close and use alt-f4 to see if that will close it as for the windows being too large when taking the mouse on that screen does the screen scroll? For example a tool called infinite screen (Works even on Windows 10 though it's old) you can see that you can resize a window outside the boundaries.

Other point are the programs resized in such a way that they have been moved and saved the location when opening sometimes they have a ini file that can be reset for example in a game called lineage we find something like this.

width=179
height=80
posX=0
posY=0

As long as your x and y are at 0 and your width height are 10% less than your screen size for starters you should have access to them.

One last thing if they drag a window from one screen to the other can they close that one?

Thank you, I have not tried Alt-F4,

We are unable to move the open program from one screen to the other,
Unable to minimize the program by using the (-) button.

what I have noticed is that a portion of the top part of the program is missing. For example, the other day the user had adobe acrobat open, they had the top bar (Minimize and exit buttons) however toolbar portion of acrobat was missing, in that space where it was missing, I can see the desktop background and Icons. If I temp to click the icon it wouldn't select/open. When I force close acrobat, chrome was also open on that screen, chrome was not missing the top portion however it would not close. I reopen acrobat on the 2nd screen and it did have the whole top portion and then I dragged it back to screen 1, once I maximized it I had the same problem again missing the toolbar.

I have checked for video card updates and there are none.

I am thinking maybe the display port to HDMI adapter might at some point, not output the correct dimensions of the monitor?

Not enough information. Make and model of PC? What video card is being used? What build of Windows 10? Are the screens the same brand model of monitor. Are both screens set to the same resolution?
 
@nlinecomputers I've been so out of the loop lately I forgot the basic questions thank you.
@Mauricio mejia one thing I would check is under search in Windows 10 type Taskbar and check the settings there also another question I'd add to nline information is the user account a administrator account or guest?

I just had a client with this issue. I found that you can hit Ctrl + Shift + Windows Key + B to reset the video buffer which fixed the issue for the client but told them it could come back.
